blocked by pipeline problems and gutters?

Hi I live in a townhouse, with gutters full width of the two cameras in the front and back with which studs on my end as we live in an area with many large trees every fall I have to get a straight four or five times a year usually in the rain to release the studs i have noticed water damage in my garage and a wet spot in one of my rooms i 1.can ask my neighbor to suit your own downspouts (I'm sure you have the same design of the drains like me) 2.can i form a mesh in the middle to stop all of its leaves come in 3 I can give notice that I'm going to cut and cap half of the ditch we're in fairly good condition, but this has been going on for seventeen years his help and advice would be greatly appreciated Dave
