What to do with the tree's neighbors – damage to property?

My neighbor has a very large tree that overhangs my house and garden of unity. The leaves are really bad – I bought a leaf blower and do not even have trees. I need a new roof and gutters on that side of the house (4 years old roof), is stained my deck and I have no grass. Lower branches have left my husband cut waste and H2 (one month) and had to submit an insurance claim to repaint my leased Lexus. Among the leaves, sap, birds, dead and broken branches of this tree has destroyed 4 cars and two with 6 credits = $ 1,500.00 in insurance deductibles at my expense. It is a locust tree and looks nice, but I do not understand the neighbor and not covered by your house / driveway. And I can not move cars – garage is full. Municipality of not returning calls. I offered to pay for the cut. Just not the right thing I have to drive a damaged car and continue paying the deductible.

I had the same problem. It lets you set the tree up the property line, as if an invisible wall was raised to the height of the tree. The tree Most likely, after that look horrible, but it's better than what has happening now. EDIT: calm, killing the tree, so nobody knows you're dead leaves the house in danger of falling at home.
