Help, new siding / gutters, my backyard is flooded when it rains?

I just got new siding / channels, and there was only one rainstorm. In my backyard of the canal that goes through the brick was only push so much water that flooded an area in the garden. My question is, what I can do about the amount of water that is there? I know i cannot control the rain in the gutters, but the amount of water in the yard after the rain is incredible. I realized that the neighbor behind me, the water from her stream is running in my yard as well. So I have a mini pool of all the rain. I also gave new fence Vinyl privacy, and theres a big gap in the bottom isn't level ground, so that the water comes through it all. What do I have to do all the yard, and how manage the amount of water in the ditch ..?

You need to fill in the area of the fence with a little dirt. As for your problem of flooding downspout /, Perhaps you could add another downspout elsewhere. It sounds as if it were busier. Call your local installer channel. It should not cost too much.
