How can I drain rainwater from my garden?

I have a flower bed that is between my porch and sidewalk. It accumulates large amounts of every time it rains water and drowned my roses and other shrubs that I put there. I have already put over gutters and also built the ground beneath to create a slope to drain off of. They have a trench that can build an underground trench. Any ideas?

I looked at the materials used to build it from below. Once you lift the bed and create a slope, should remain. The materials are of decomposition (which would have to redo every year) or the accumulation clearly is not high enough. Consider moving the plants to be made and planting water-loving plants. Rule # 1 of gardening: plants just in the right place.
