I close on a house in 20 days and need help?

Here's the scenario. I have a contract to buy a house for 125K. Three days ago my area was beaten w / 5.6 inches of rain in a period of 24-48 hours. The basement of the property is poured into the basement finished. There were plenty of problems w / flooding basements in the area due to rain and sewers backing up (no water drainage on this property) The seller had a contractor to the house and reported that their need to see a bobcat in the backyard to re-do the ground work on the base and replace the channels on the back of the house. This requires the elimination of 26×18 wooden deck. Seller has offered to reduce the price of housing production by 2K or 2K in closing (this about cover the price of dirtwork and gutters). This does not refer to the replacement of the deck or potential for replacing the carpet in the basement. I am a contractor out to estimate the replacement cost the yard. Thoughts?
