Owner / Agent Bodega Goods and leaks?

What are my rights as Tennant in regard to a basement that floods when it rains a little? I have notified the estate agents acting on behalf of the owner. They sent a contractor round who said it was the drain pipe filled with leaves. Whilst I accept this has contributed to the problem, I instructed the owner that it was likely that the coverage of bin-liners and plastic bags on the rack, wine cellar and a solution needed long term, such as bricking over the air bricks and stone. They said that is left by the wayside? What are my rights to have put bricks in the basement leased properties of the grid to stop flooding? Since then I have cleaned all the leaves and put a cover over the grid. This problem has been here for years before we moved 2 months ago, in fact I told them to replace the drop tube which fortunately they did. I think the estate agent are just wanting to not spend money? Someone have any information or how to help please? Thanks.
