How to inculcate the habit of observance of the timeliness of my countrymen?

I was Assistant to senior management of a farm low-mechanized large Kurnool Cuddapah (re-christened as Kadapa) Canal (KC Canal) in Andhra Pradesh the sixties. Our farm manager was a stickler for rules, regulations and adhering to timeliness. However, enforcement of punctuality is low in India everywhere and in all areas of life. The departure and arrival of trains and air services provided postponed indefinitely and only rarely keep time untold suffering to passengers. Meetings public functions, seminars, workshops, symposia, never started the announced time. Late assistance is standard practice for the Government. both employees state and the center and leave early. Most of the hours spent in gossiping in the canteen over hot cups of tea workers and women engaged in sweaters point is a common sight in Delhi resulting in low production. There are many cases where school children are forced to take part in demonstrations to commemorate the birth or an anniversary of the death of a political leader or some other event for which he invited some VIP. Perhaps to impress general public importance, power and enjoying the feud, the ministers and political leaders and also because their programs squarely in the path to reach the headquarters for several hours late without thinking about the long wait forced by them in the besieged town. At the same time, children are forced to be in the stadiums in the hot sun and there numerous cases in recent times, where children are dehydrated and fainted, and taken to hospitals in a state of unconsciousness that require an intravenous drip. During the election rallies, politicians never comes in time to test the patience of voters and the large gathering that is craning his neck skyward to detect the helicopter about to land on the helipad built especially for them on the public purse. The power of intoxication, uncivilized, never contest a rustic Ministers apology to the people waiting for the inexcusable delay in his arrival.
Persons invited to social functions also come too late, despite the lunchtime specifying or dinner and to put forth excuses for the delay in traffic jams / bumper to bumper traffic instead of planning their exit criteria and provide sufficient cushion for traffic growls. Therefore, it is not surprising that these "delays" with sarcasm and disdain India termed hours (IST) I have sad stories in abundance in several sometimes my guests to appear very late and still not have the common courtesy of expressing regret for the late arrival. It is a well-established custom in India do not eat until the guest joins to take food and if the host becomes a diabetic, one can imagine his miserable situation.
However, there are few people in India following a timely manner. I witnessed an incident at the Ministry of Agriculture of the Union, when a Director of the Indian Administrative Service (IAS) rebuked the chief R + D + DC power supply when he arrived late to the meeting chaired by the former. When he arrived at the scene, the first two agenda items have already been covered. The director was furious and called on Member States who arrived late PSU out of the meeting room and ordered the manager to close the door.
In this context, I would like to remember as to how strict punctuality is observed by the Australians and their sense of time. In each major section inter-Brisbane the Queensland state capital, a large electronic clock that shows the correct time can be noticed. We have reached the reference point and a half hour before the time was running out and the host could not be spotted, even when the clock was a minute under 18:00 We believe that our host may have either forgotten the invitation that we or are late. However, let out a sigh of relief when his car stopped and when came out at the stroke of 18:00 When we told our host about the doubts entertained by us about your arrival, we explained at length about the lifestyle in Australia, where the guests never come from the host can not be ready to receive that could cause embarrassment to both the hosts and guests and at the same time, never late and also observe strict punctuality. Can my countrymen to follow the example of kangaroos in observing punctuality in their daily lives?
