How realistic is it to build a house and redo or fix the foundation? A very cost ball park figures?

I have a basement very shallow, about 7 feet from floor to ceiling, excluding the plumping and duct work. There are also a wooden support beam running half the length of the floor, supported by temporary footage, that drops to about 6 feet. There are also many areas where the previous owner tried to fix the basement ceiling with pieces of sheet rock. I have a problem with moderate humidity. I will be installing rain gutters. The floor is not level. One wall the foundation also has a little bump to it, and it seems that may have been cracks or breaks in the walls that tried to cover up. Also may have a problem with the solution, I do not know. The house is built on an extremely narrow field, 31ft face, with only a few feet from the property line, and less than 10 feet between my house and the houses to the next. How feasible would be to redo the entire foundation, raising the house (or lower the floor basement)?

I had my house about 5 years ago I had to put the springs in the front of it. And my house was new with wooden floors throughout the house. It worked great had to make some repairs to plaster, but it was good that they are entitled. The cost was 6000.00 and a little more
