Is this a cultural issue? (I'm trying to be sensitive, really, I mean, no offense)?

I am a receptionist in an exterminator. We spray for insects, and as part of the service, remove the cobwebs. My problem is one of six different women of Indian origin, I think. (They have the "Would you like a cherry Slurpee "accent like the Simpsons. Sorry! I do not know how else to describe it) They will make demands and strange. They want to clean the gutters rain, cutting hedges, mowing the lawn, and carry things like groceries. They want now. Super sweet and nice start, and the minute you tell them that it is not part of the service we offer, starting to cry and get really rude! These women are not related. (One of the technicians asked) I wonder if this is something cultural, and what they expect us to do. What can we do to make them happy, and end this cycle of odd? We are always super friendly and do what we can for them, but this is getting silly.
