I have a problem in the locality where I stay? It is our home and I have a neighbor of the lease tenure?

In fact, this house to let that the sewage water flows on the highway and emits bad smells. formerly there was a pipeline connection to the sewer line, somehow or another I have it blocked because of the reason why it broke and water began to flow in the roads.We have requested many times to repair this remain deaf ears, these people is very happy now because the water does not flow in front of the source of legality house.What I have to take to solve this problem? Do not want to pick an argument and create a scene well. Under this state of things I can do? Please help me solve this problem through the law? Please advice step by step and follow the action ups? appeal to solving real problems method.I'm sure some of the citizens of Bangalore can make this place a definite solution to this public nuisance created See my neighbor is going to reconciles as suggested does not work. contact your local council. If water is flowing road pavement or the highway department will have to go out and look at it. Also if it is causing a problem with smell, then please contact the environmental health department.
