How can we effectively prevent ice damming in winter aside from the snow roof rake?

It seems that when inclination Ceiling pull the snow right gutter system and end the creation and formation of ice on top. north facing roof is the biggest problem. There is a coating rubber that extends half way up under the roof itself, but my concern is that it can not be as suffient I see all the buildup.

best way found is too add insulation to Mattic and add ice to the wires from the ceiling. will create a channel for the water flow. can be purchased at The Home Depot
