Installing drainage pipe lines to direct water down the street?

OK, so the rate at The Home Depot recommends using 4 "tube drainage. I went to check and 4 "tubes are huge! Seems an exaggeration. What do you think? Are 3" acceptable? Moreover, I worry that the 4 " tubes emerging from the earth could be unpleasant.
