Sump pump questions

I have a basement with two sump pumps. I'm sure you are connected to septic system and the other I think is the intended to divert the water that collects under the house? I replaced my sump pump for my second time. The recovery tank is almost always full of water. Would it be safe to say that there is a blockage somewhere in the pipe going out of my property or even a hole that is causing the water to filter just returned the basement? My pump can barely keep up with the constant flow of water entering the recovery tank. There have been occasions when the power is out, and basement flooding. I know that water problems should be corrected from the outside in. So I made sure to clean my channels clear that any classical of taking the connection channel and everything is properly diverted away from the house. This has really helped while the power is out. But still seem to have a constant flow of water into the recovery tank. Suggestions?

The water in the sump, can not be a problem. It depends on what type of pump you have and how active. Pump not keeping up: You may need to get bigger. The pump can be simply too small for the job. Get out there Battery operated pumps made the situation only obstructed. line: Call a "fan" society to eliminate the leakage of access. If you have the money, the "Root" company can solve all these problems with one.
