Pipe connected to the downspout?

Last fall, I realized my downspout was clogged. In fact, so I thought I was stuck someone had poured cement in it. I had to cut the bottom of my downspout so that I could connect to my temporary tube drainage channels. (Up I did, was essentially the rainwater running down the downspout and become a geyser in front of my door.) So after cutting the bottom of the downpipe of, look inside the pipe that runs beneath the earth, and obstructed. Today, I tried to clarify because I'm doing gutters again next week, and clogged. With land that is so compact that it is almost like having a sack of flour into the pipe. My question is: What THE HECK CAN I DO? Right now my only option is to dig the pipe and find an area where it is blocked, cut there and put on a new piece of pipe.

Renting a rigid snake energy with a "grinder" attatchment that will bite right through the blockage at any time. Hope this helped, good luck!
