Blocked Gutter Downpipe

Can my neighbor's overhanging gutters and downspouts finish in my home?

I am buying a new home in the UK. My new neighbors are finishing chutes right at the door of my garage and its channels are outstanding in my way. Neighbor has a single house. Do I have the right to get it removed from / on my property? Should I ask the seller to resolve before buying the property? I have the intention to extend my garage as well, but block my neighbor's downspout extension. Rates of interest have risen 3rd time since I made an offer for this home. But because of the long string of silly, the sale is not completed yet. Increased cost of borrowing £ 240 per month since. I will not buy the house I realized I could go bankrupt if interest rates go back to 7% +. Thanks for all the answers!

If you are not happy I would also ask the neighbors to get it out of your space so you can find the neighbor can only remove it when asked would cast a look to see what the seller has to say and then go to the planning commission to see that they have to say.
