Nobody knowledge of asbestos removal? Need to replace soffits and gutters.?

I've been told me to take him down, which is legal, but if the contractor is not w / out a certificate then you are breaking the law. How dangerous is "low risk"? Years ago I removed asbestos sheets a garage roof, having been told by Building Regs. people that asbestos products were over 90% of cement and asbestos material used was not dangerous, as used in pipes of late. Presumably my old gutters and soffits are the same which was given 40 years ago. I'm very confused, it seems be a case of double standards. Any help appreciated, thanks

neccearily no soffits and gutters will almost certainly be "white asbestos", which shouldn't be covered by hazardous material facts (blue asbestos and Brown is bad news and should be removed only by a specialized company at great expense). Im not sure that the legal situation at present is that murmering white asbetos be removed from the provisions of the legislation on asbestos (do not know if this has been done so far, but I'm pretty sure asbestos contractors will be fighting tooth and nail (which gets rid of a nice little revenue stream have been for the past 10 years or less). It seems a lot of legislation on non-domestic property, but there SESMA inthe very little information about what you as a property owner National can do about it .. Im guessing that would remove asbestos yourself (take sensible precautions against dust mask, gloves, use the minimum force). The problem will be that to get rid of the material Once you have removed (may be better to dig a deep hole in the garden and buried or encapsulated in some concrete. Legislation has been introduced in regressivley since 1998 and has decalred materials that were safe, as we are now in poor condition (thius includes decorative coatings as Artex).
